Since the states have failed to reach a consensus and are not able to engage in peaceful relations, the UN Charter empowers the security council which the members are a party to, to intervene, review the issue and if need be send peace keepers to contain the situation. The peace keeping mission may involve the use of force so as to maintain order. Article 24 in the first paragraph of the UN Charter states that the primary responsibility of the Security Council is to maintain international peace and security.
The Security Council has the mandate under Chapter VII, to impose legal sanctions against violations established by the charter and to put into place enforcement measures against an entity that is threatening the peace of a state as illustrated under Article 41&42. The council also investigates disputes that may lead to friction and recommends an appropriate action.
Flushing-The worst case scenario that may occur in the state of flushing is the security council voting for military action to be taken against them .The council may also decide to impose economic sanctions on flushing for the attacking other states.
The best case scenario is the council deciding not to intervene and by using other measures that don’t involve force, soft measures. An arms embargo may also be put in place to minimize the flow of weapons.
The best strategy that flushing may use is convincing the council of their ability to curb the problem at a national level.
Maspeth & Bayside-The best case scenario is the council passing a resolution requiring them to criminalize the activities of the militia and to cooperate in dealing with the problem, the council may also send professionals to help in running their government, if the countries fail to implement the resolutions within the specified time then force may be used to contain the situation or peace keepers sent.
The council may also choose to prosecute war criminals in an effort to restore peace and justice.
